Estimated time required to make this costume:
It takes some time to do the hair. And if you don't have punk clothes, you need to shop for that.

Items you will need: (Hit your return key to start a new line)
-temporary blue or green hair dye
-lots of gel, hairspray , etc.
-a white t-shirt
-a plaid suit jacket (you can find this at a goodwill store)
-any kind of straight leg pants
-some chains and stuff like that
-boots

Instructions:
1. Dye your hair.
2. Make it spikey.
3. Put on your stuff and you're ready to go.

Other information to consider:
Remember, this was the 80's, which means they had no Hot Topic.
