Describe your Halloween celebration idea:
Use masking tape to tape off a tic tac toe grid on the ground. You can use laminated paper cut outs of Bats, witch's hats, skulls, brooms, pumpkins (2 cut outs of anything you like, as long as you have enough to play tic tac toe. I use these instead of the X's and O's) You can also use objects like small pumpkins, witch's hats, scarecrows, etc. Just whatever you have laying around. Have the kids play tic tac toe using these items, by placing them in the squares. The winner gets candy. :)

What steps should be taken to organize this celebration?
You can buy any of these things at your local Walmart, Dollar store, etc. Cheap and easy. Ask a few friends or family together. Have one person bring: hot dogs, buns, candy, chips, drinks, napkins. If it's all divided amoung people then it keeps the cost down.

Additional comments:
We have Halloween parties for our kids, instead of trick or treating. They get to eat, play games, hang out with their friends and of course get candy! :)
